Can't complete the "Create a non-imperial kingdom" quest. I have played as independent all the time. I have all the requirements. I have tried the "join a faction and leave" solution. I have saved games from 23/5 (in game day 47 level 11) to 2/6 (in game day 163 level 15).
I did create my own kingdom even before speaking with the 10 lords about the battle of Pendraic. Going forward with the quest after I find the 3 pieces of the banner and when it's time to create my non-imperial kingdom I can't. Apparently my clan is not independent despite having my own kingdom, so there is no thick on the "Clan Independence" quest requirement. However, what I ended up doing was just building an army of about 50% top tier archers and 50% top tier infantry and I was able to roll over castles with twice as many defenders as attackers. Once you take your first castle you can form armies as you'll have your own Kingdom. true.
